WHY will ARCA choose one path for execution over another?

Does ARCA go for the quickest route? The "best price" route?

If so doesn't the price improvement offset the extra fees charged?

Some systems allow you to set up your order routing keys to consider the cost of commission (i.e, Instinet at $.02 per share vs. ISLD at $1.00 per transaction.) Thus, when shares are available from two sources at the same price, the trade will go to the "lowest cost provider."
