Papua New Guinea: Chevron to sign pact on gas market access

PORT MORESBY: An agreement to confirm the Queensland market for the PNG gas that will be piped there will be signed in Brisbane tomorrow between Chevron Asiatic Ltd and AGL/Petronas Consortium. Chevron Asiatic is the operator while AGL/Petronas was mandated earlier in the year to facilitate the project in Queensland on a 'build, operate and transfer' (BOT) arrangement.

Chevron Asiatic's external relations manager on the PNG Gas Project, Cliff Leggoe, told The National from Brisbane yesterday afternoon that the signing was "very important" because it will be a legally binding agreement that will publish the costs of the gas for the targetted markets in Queensland. Mr Leggoe said it was important to identify the "access regimes" in the State.

He said that although the parties involved in the project (including those on the PNG end) had signed various agreements to date, they were not binding when it came to supplying gas to customers and defining costs. Therefore, Mr Leggoe said tomorrow's signing will be a significant development.

He said the signing will be attended by Petroleum and Energy Minister Sir Rabbie Namaliu and Secretary Joseph Gabut among other PNG representatives. Observers from Queensland will be headed by Deputy Premier Jim Elder. Mr Loggoe he understood that Sir Rabbie and Mr Elder would make certain announcements on the project on the day. Sir Rabbie and Mr Gabut will be attending the signing straight from Okinawa, Japan, where they took part in the third Apec Energy Ministers' Summit last week.
