WinStar Reports Strong Line Orders andInstallations for 1998 Third Quarter

NEW YORK--(BUSINESS WIRE)--Oct. 13, 1998--

Quarterly Line Orders Increased to 80,000; Installations Hit 60,000

WinStar Communications, Inc. WCII reported today that continued demand for its Wireless Fiber(SM) broadband telecommunications services led to strong line orders and installations during the third quarter ended September 30, 1998. Line orders for the quarter totaled 80,000 and line installations totaled 60,000. WinStar's cumulative line installation total has now reached 255,000. The company also announced that it had exceeded 500 additional building access rights for the second consecutive quarter, bringing its total to over 3,500. These rights enable WinStar to provide a building's tenants with state-of-the-art telecommunications services through its national broadband network. Nathan Kantor, President and Chief Operating Officer of WinStar, said, "This continued strong growth reflects our ability to win customers of all sizes, including a range of large, medium and small companies and institutions. At the same time we are fully financed to roll out and remain on track with the build-out of our national broadband network to 40 markets by the end of the 1999. This enables us to add new customers and to increase the amount of higher-margin on-net traffic. WinStar's broadband Wireless Fiber network is rapidly expanding to major markets across the U.S. and our network capabilities will be substantially enhanced by the launch of our point-to-multipoint technology, which is on schedule to be launched commercially in the current quarter." "On 10/12/98: It was reported that institutional holdings of WCII have increased by 5% or more. This data is generally updated in Investor monthly. Such an increase is generally considered bullish for a stock because it tends to mean greater price stability and stature."

Is this 5% of total float, or a 5% increase compared to what the institutions already held?
