You just haven't been in JMAR long enough. The first Brightlight orders were promised in late 1997. That is from the 1996 annual report printed in mid 1997. In an annual report (1994 or 1995), the x-ray lithography was promised in 1996.

The National Security Agency has a chip fabrication facility in a hardened basement lab. Maybe JMAR can sell them their first x-ray lithography system.
