That's OK; it was that cheap Chinese stuff they serve at the fundraisers.. er, I mean the coffees.

Hard to believe Hyde would do that, especially with two other grand juries still in session and the evidence of those juries not in yet. As always, there's a disclaimer in the article you cited:

Last night, Hyde called back to clarify his remarks, emphasizing that he has made no decisions to drop any charges against Clinton. He repeated that the committee is trying to conduct its investigation under intense time pressure but warned that his self-imposed deadline could change if the White House or other Democrats fail to cooperate, or if independent counsel Kenneth W. Starr refers any more allegations of possible impeachable offenses to the House..

I wouldn't put too much faith in the headline after reading the fine print.
