I think Intel's changes are systemic. With the changing of the guard from Andy Grove to Craig Barrett, now the company which had been on the verge, at least, of becoming atherosclerotic can make changes throughout which before had been unthinkable. Like, for instance, figuring out what is making money for them and what is eating it up.

I think we're seeing quarter-to-quarter numbers management while in the underflow the company buffs up/down the machine. The plan will be to surprise us all with "the new Intel" about six months from now.

This is just based on my intuition plus talking with "a friend in the company" I know (doesn't everybody?).
