The agreement with Nortel is not specific to any one operator. It applies to certain kinds of infrastructure (eg. basestations) for which QCOM supplies a fixed percentage of all Nortel orders. I can't find documentation for the actual number, but I believe it is at least 25%. This excerpt from a 1995 press release refers to the agreement, but is light on specifics.

April 18, 1995 - QUALCOMM Incorporated (NASDAQ: QCOM) today
announced that it has received its first purchase order from Northern Telecom for Code Division
Multiple Access (CDMA) cellular and Personal Communications Services (PCS) infrastructure and
subscriber equipment. This purchase order stems from the strategic partnership formed by
QUALCOMM and Northern Telecom in December 1994, under which Northern Telecom agreed
to purchase a percentage of its CDMA infrastructure requirements from QUALCOMM.
