When you see 200 shares traded on a down tick, you know that MMs or somebody is still short.

Of course not. Nor could you sell that many shares and get as much as $0.25 0r $0.35. But usually the price on a PP is below the market price not above it. Do you disagree?>

The failure to conclude the PP within a short time of its existence becoming common knowledge has in my opinion been a major factor in the steady decline of the share price.

When a PP is announced, if it is not concluded quickly it is usually withdrawn. Why, because if not withdrawn, the stock just continues to fall without a bottom. People don't like to hold shares which they know will be sold by the company at a lower price in the near future.

Unfortunately, Tom neither concludes nor withdraws the PP, but just lets the share price decline. It is a sign of inexperience perhaps or bad advice but it has been IMO a blunder of mammoth proportions.
