Raw material costs are not the driving force in total costs at the start-up stage ENER is in currently. Although when the costs get down to $5,000 per vehicle instead of the levels now then the raw material component will be significant. Right now the costs involved are for low throughput. (i.e. high labor, and depreciation and tooling costs per level of output).
