Oppenheimer was the CHief Administrator and is largely responsible for managing the entire program, personnel, technology, etc.

Paul,

Oppenheimer had a reputation for paying very close attention to the detailed needs of his personnel. I am a Los Alamos "bomb baby", and can attest to the respect which this man commanded.

Paul (Off subject Manhattan project )
You wrote < ...Despite being "technical", Oppenheimer was the CHief Administrator and is largely responsible for managing the entire program, personnel, technology, etc.

That in itself was a hugely "creative" endeavor...>

In response to my <In the administrative sense you may be correct. WRT scientific or engineering sense, none of Vannevar Bush, Leslie Groves, or Robert Oppenheimer were really on the creative side from what I have read.>

You seem to be saying that of the three you initially cited that Oppenheimer , since he ADMINISTRATED the project was creative in the scientific or engineering sense?

AM I MISSING SOMETHING SERIOUS HERE?

I restate - WRT scientific or engineering sense, none of Vannevar Bush, Leslie Groves, or Robert Oppenheimer were really on the creative side from what I have read.
