not necessarily. If they sold the puts to take advantage of the fat premiums, that is a bet the stock will go up. Or perhaps they sold the puts with the idea of exercising the puts and buying the stock if it tanks, and sold the puts lower the cost basis. Even more bullish is to sell the puts use the proceeds to buy calls (a synthetic long).
