President Clinton in a June 13, 1996, speech endorsing a national effort against teen pregnancy, as quoted in U.S. News and World Report:

"The other thing we have to do is to take seriously the role in this problem of. . . older men who prey on underage women. . . . There are consequences to decisions and. . . one way or another, people always wind up being held accountable."

Teen pregnancy dropped less than 2%. It dropped from 11.7% of the population to 10.1% of the population. The article also doesn't make a comparison of the total population size so for all one can tell, there could be more teen pregnancies now.
