i have a friend who started one in long island. he is doing well, he did have access to large resources. SOES or?
you have to remember that the owner of the trading room will spend more time getting "clients" than trading. this may not be what you wish to do. Also, to remain competitive you would not want to trade pennies or less liquid stocks. the more trades they make the more you make...
the churn em and burn em rule.
it ain't as easy as it seems.
you will need at least 500k to do it small & right.

just saw an article in la times on how many of the daytrading houses are going belly up because of the power of trading programs people can use from a pc without leaving the house.
article also spoke of how people sign up, learn how the game is played and move on to better funded less expensive day trading houses.
