Actually, I think the congress should pass these laws:
1) no company should report poor results;
2) in case 1) is likely to violated, they should resort to financial engineering;
3) no body should be allowed to talk negatively about any stock in general or stock market in particular; and
4) short selling is allowed if and only if shorts promise to loose money!
5) death to shorts who make money!
