Ralph,
The AG I talked to said the main stumbling block in the process isn't the money, it's advertising. I think that it would be hard to reverse a settlement agreement that bans advertising. An agreement isn't a court judgement to be appealed. The states have such weak cases that they have to settle so the tobacco's will hold out until a court date is set and deal from a position of strength. The AG told me the states are in a weak position so it can't be a secret to the negotiators.
