Ain't a matter of "refusing to sell" technology on the part of the Q. It is a matter of CDMA being locked out of Europe and plans to keep it that way (except for whatever WCDMA actually is in reality). The Q has sold its technology to over 60 companies worldwide. Only Ericy is a holdout among the major telecom equipment manufacturers. It ain't because the Q refuses to sell but that Ericy refuses to buy or to permit CDMA within fortress Europa. Re 3rd generation, more of the same. Qualcomm has made clear its willingness to sell its technology for the 3rd generation iteration of CDMA. But the Q only says that whatever use of its IPR for the 3rd generation, there needs to be backward compatabilty to both CDMAone and GSM. This is hardly a refusal to sell - it is a practial position for the Q to take to benefit consumers and the current operators to permit a smooth evolution from the installed bases of both CDMAone and GSM.
