No, no one handles IP better than CISCO... what the comment refers to (many would use the past tense here and state "what this *referred* to") is CSCO's ability to handle "siwtched" Layer 3, a criticism resulting from the much fan-fared Switched Layer 3 bake-offs of the past couple of years.

CSCO may have taken its time in coming to market with an entrant for this class, but has done what it has to do to take up the slack. The switched product, however, had nothing to do with their ability to do straight IP.

But this is not a simple discussion, because there are many different solution points in internetworking that this technology addresses and not every vendor is equally proficient in handling all of them. Suffice it to say, for the purposes of your question, that there is certainly no cause for any concern about CSCO's ability to compete where the Internet Protocol is concerned, whether it is straight up, or switched.
