the share price is at this level partly because of uncertainties regarding contracts. Those who are in the stock now are willingto give DGIV time, to wait for the contracts to come out. There are others who are not in the stock but are watching for confirmation of the company's business model, in terms of signed contracts. So, the price is stabilized until such time.

Knowing that negotiations are being actively pursued, it is a matter of time before contracts are announced, IMO. I know the price will be higher then, since many people on the sidelines will see that DGIV and Jimmy Chin are able to deliver signed contracts. The will then come in, since the first contract(s) for a small company is(are) often the hardest to get. With the initial contract(s) come added credibility/revenues, making subsequent ones easier to get.I too am willing to wait for DGIV to complete its negotiations.
