Joseph I have no good reason why they shouldn't pay more, I think they should. But the real issue is the one you make in your last sentence. We are willing to do it for next to nothing. As long as we feel the need to keep a large military presence in Asia for our own reasons there is no way to get the Japanese to pay more. They recognize that we will not change our defense posture one iota so that we are just trying to talk them into paying more for something we are going to do anyway. Henry
