The surprise decision to cut rates again before the Fed's next meeting strikes me as one of desperation. I also wonder how much of the rate cutting ammunition the Fed still retains after today's action. What are your thoughts?

Also, it seems to me that central banks around the world are trying every way possible to reflate the global economy. If this observation makes sense, I wonder whether the 10 year or 30 year inflation indexed U.S. treasuries are a buy right now. At the 10 year duration a friend told me that the interest rate spread between inflation protection and no inflation protection is about .8%. Are TIPS a buy here?
