Rate cut is indicative of many factors...getting the US economy going and back on track down the road, increasing liquidity, getting rates more in line with inflation, keeping the financial markets steady and consumer spending consistent...

They wanted to do it when the market was open so all had a chance to act and react. Why 1/2 an hour before the bell and not early in the afternoon who knows?

There was speculation this was going to happen because the Federal Reserve had a conference call on Friday? which they would not comment on...
