When NASA provides IRAD funding for technology purpose, the technology is
owned by the government. If ReDox did provide a purposel to NASA for government
funding, this technology could be restricted depending on several key issues
(an example national security).

When NASA funds a program, the technology is owned by NASA and can be licensed
back to the R&D company for a licensing fee and royalty payments. NASA could
actually license this technology to other companies as well.

Also alot of IRAD funding goes through certain stages, like phase one concept
phase etc.. When you accept the funding from NASA or any other government
agencies, these agencies have the rights to review your books for accounting
purpose ( basically they climb up your shorts).

These are only a few of the restriction that could be placed on any government
funded program. So, I can see why ReDox decided not to pursue this avenue.
If you are getting 5 million with no restrictions and an avenue to distribute
your product would you take Mr. Dude ?
