With all the difficulty that US long distance companies are having in breaking into the local dial-tone market is it possible that WLL offers the best/quickest/least expensive way into this market?
WLL has the ability to get dial-tone to a wide area without needing to lease or construct copper.

Without getting into the specifics of any individual third world country (the only third world country I am reasonably familiar with is Pennsylvania) it makes sense to me that the justification for WLL (or any other not-quite-but-almost-as-good technology) would be based upon political rather than technical justifications masked with marketing hoopla.

For example: Available here in suburban Philadelphia, I can purchase AMPS (multiple vendors), CDMA (multiple technical flavors), GSM, and TDMA service. In my humble opinion, the only reason there are so many standards is that there were companies (Comcast, Omnipoint, etc.) that wanted to get into this digital phone business really really badly and made the decision to live with the available, albeit lesser technical standards. They did this because a) marketing differentiation and b) who really needs yet another identical network?

To carry this into other areas, if the government decided to sell only two cellular licenses, both of which were sold years ago, and now you want to get into that market, maybe your best option is to set up WLL?
