May be once this is implemented and as more people get on the net may be then DELL will have full fledged operations there.The PC market is projected (IDC India) to grow to $500 million in 5 years.

India May Waive Fee on New Internet Providers for 10 Years

New Delhi, Oct. 16 (Bloomberg) -- India is considering
waiving the license fees on new Internet service providers for
the first 10 years of service, the Financial Express said, citing
Department of Telecommunications sources. In a plan to be
announced this month, the department will suggest that licenses
should last for 15 years rather than 10 years as proposed
earlier. New providers will also be given more than 18 months to
start their business after receiving a license, unlike previously
when they were expected to begin the service within 18 months,
the paper said.

Videsh Sanchar Nigam Ltd., the country's only international
phone company, is currently India's only Internet service
provider.
