I asked my friend knowledgeable of GSM (disclaimer: this is GSM)about this and he said that between 1/8 and 1/16 of air capacity is used on signalling, which includes a lot of things, also handoff. With admitting no knowledge of CDMA he estimated that it is very likely that leaving handoff out would not end up with any more capacity since the job would be huge and benefit very marginal. The battery? I missed the point about the battery. I think it UPS is needed if you want to avoid dropped calls, whatever your system. - rajala
