Biggs is now a "Cautious Bear"
<< "I think we are in a rally phase and this is going to help it," says Barton Biggs, chief global strategist at Morgan Stanley Dean Witter. "I could see the rally phase happening even through the end of the year. And if it turns out that the Fed has acted in time, and recession will be averted and the European economies will start spending again, I will say that's fine and I will reverse my position. But I just don't see it happening yet."

Mr. Biggs cautions, however, that he still expects stocks to turn down again next year, adding: "I continue to think that we are heading for a global slowdown and maybe a global recession next year.">>
