Trading windows, and blackout periods, vary from company-to-company. While some have 48 hours time horizons, many companies have three-day waiting requirements, and there are decisions suggesting that the safe harbor to permit newly-released information to "credibly" enter the marketplace is three days.
As to the reading of the tea leaves, remember that the problems that typically crop up involve buying when good news has not yet been released, and selling when bad news has not yet been released. Typically, no one complains if an insider buys in front of bad news, or sells in front of good news.
