I don't think they have worked their way back to the levels before the increase--and in any case the agreement is continually violated.

There have been a couple of moves to cut by a few percent. But just yesterday some of the gulf states were threatening to "flood the world" with oil if other countries won't cooperate.

Yes, they did misjudge the demand, assuming Asian demand would rise ahead of the increase.
