Total Control was US Robotics entry in the remote access arena -- and it was quite successful. But it wasn't geared nor selling much to high end users, like ASND's products were. It sold well to smaller businesses and entities. COMS, however, had the infrastructure and salesforce to leverage Total Control and reach a market they very much wanted to penetrate. IMO 3Com purchased USRX for Total Control, not for the modem business. I also believe that COMS knew of some of the modem inventory problems when they purchased USRX, and it was willing to initially suffer because they felt that Total Control was too strategically valuable to their immediate future plans.
