If you recall 1993, the mideast peace was within sight then also. Most of the foreign coalitions that the U.S. built after the Gulf War fell apart after Clinton came into office. Clinton completely ignored foreign policy. The U.N. and NATO kept arms out of Bosnia. It wasn't until a Republican Congress came in 1995 that the U.S. intervened. There were also the fiascoes in Somalia and Rwanda. As I recall, the Northern Ireland peace process was also underway back in 1993. When the Soviets fell from the world stage after the Gulf War, many of the peace initiatives emerged. Interesting how an incompetent boob can just let these peace initiatives and foreign coalitions back in 1993 slip away and now declare some kind of success for his ineptness.

There's so little discretionary spending left in the budget it shouldn't be too hard to put together a budget. The two sides wait until the last hour to hold the other side up for pork barrel programs, such as the 100,000 teachers, cafeine gum for soldiers, etc..

Clinton declares successes by redeclaring the definition of failures. He was adamantly against Welfare Reform, IRS Reform, Balancing Budget, Anti-Crime Bill, etc. When he saw public opinion didn't support his position, he would change his position and co-opt the platform. Out of defeat, he declares success.
