I believe that at the time of the PR, LBOR had satisfied major portions of the application process. And a process it is, as evidenced by the criteria set down by the NYSE:

The first paragraph of LBOR's press release clearly stated that LBOR had been approved to submit its formal, final application to the NYSE. In addition, I note that Reuters picked up the story on the same day, clearly stating that LBOR was applying for listing on the NYSE. So, I'm not clear as to the basis for your interpretation.

Also, Kevin, you still have not provided any info on LBOR being taken to task by a 'higher power' for the PR or the headline. Do you actually have knowledge of this being the case, or is it just supposition on your part?
