More specifically, the BIOS can only boot a primary partition.
However, boot managers can boot from extended partitions.

There is an intrinsic limit (on Intel machines) of four
primary partitions per hard drive. This limit owes to
the fact that the partition table in the master boot
record (physical sector 0) has four entries. The format
of the MBR is fixed by the standard BIOS.
