Hi Lorne.Regarding IMF Contributions.............

Take a look-see at this table.......

imf.org

This pretty well tells the tale of the tape. Each country contributes
by agreements( made many moons ago ) on the basis of GNP or GDP and other factors pertaining to those countries'ability or desire to participate and at what level. The accumulative votes awarded appear to be directly related to the amount they contribute.

Since most here are Canadian/Canadien and American, lets look at it this way. Both the US and CA appear to contribute approximately equal amounts based on GDP/GNP,but,on a pure percentage per individual basis,
you will find Canada is the single highest contributor per person. That is...we always have a ratio of about ten(10) to one (1)in population difference in the US over Canada, but the contributions and voting units reflect about a seven (7) to one (1) margin.

From what I understand, due to the US importance/influence/ability to pay/voting units....etc......other countries wait till the US has approval for funding before they are willing (or able) to follow suit.
Soooooo....this 18 Billion by the US will/should be followed up by percentile contributions from other member countries.

It's just that the US gets more attention as they are the single largest contributor and have to jump through hoops to get approval, due to the make-up of the Gov't.As Mr. Cretien so disturbingly rubbed in the nose of Bill Clinton on another issue, " if he (The PM) wants to do something,he just does it ".

So there you have it.We all pay our share.

The best we can hope for is that they use the/our money wisely.

Regards

Taurus
