Cutler went on an extended vacation after the launch of NT4, and did not want to be involved in the 32 bit NT5 effort - his choice. Instead he is leading the development of NT64, which is based on the NT5 codeline but is a separate development of the core system. Word from some of his friends is that he is very involved with the 64 bit effort, likes the small team and hands-on work, and is making good progress.
