Bill - it is not illegal. China's adoption laws changed a few years ago, and with the "one child" family dogma it has resulted in over 3,500 US adoptions per year - mostly unwanted females who end up in government-run orphanages.

Parents who adopt Chinese babies have a major advantage - one you may not have thought about which explains the popularity - the birth parents are never going to come back after the child; the Chinese laws sever the relationship permanently after the adoption is official. And, because abortion is such an easy option in China, the women who do decide to take them to term and offer them for adoption tend to take very good care of themselves.
