is it just a "plan"?

There are two considerations for the Argentina gold sale: first, how much do they have, and secondly, this is kind of strange considering the weakness in most developing countries currencies. It is possible, they may be expecting a run on their currency and are trying to build up their capital reserves in dollars to meet contingencies.
