As far as I know, Mapplethorpe did not receive public money to produce "piss christ" either. I agree he should not receive public money for this, not because it is offensive, but because it is not a public work. The issue was that Falwell attempted to disallow certain pieces from the Mapplethorpe exhibit, this being one of them. Same thing happened to Manet. Sounds like the same animal to me.
