"publicly funded" exhibit generally means tax payer funds were used to pay curator, for performance space, promotion, etc. Artists showing at a gallery or museum almost never (absolutely never to my knowledge) get paid for showing their work. They get paid for selling works and they get grants from non-profit foundations to pursue their work.
