Clinton Sends Envoy To Meet Mugabe

October 22, 1998

HARARE, Zimbabwe (PANA) - Howard Wolpe, US President Bill Clinton's special envoy to the Great Lakes region, met Zimbabwean President Robert Mugabe Thursday to discuss the crisis in the Democratic Republic of Congo and said the situation must not be allowed to get out of control.

Wolpe, former assistant secretary of state for Africa, told journalists after his 90-minute meeting with Mugabe that the Clinton administration was deeply concerned about the conflict in Congo, where a rebellion by ethnic Congolese Tutsi against President Laurent Kabila's government has been raging since 2 August.

"We do not want to see the situation there get out of control. We think all the parties involved will seize the opportunity to negotiate," he said.

He pointed out that Mugabe has played a key role in the southern African region and could help in efforts to find a negotiated settlement.

"Mugabe has a very critical role to play," Wolpe said. "We are anxious to get a ceasefire in place."

He said the US strongly believed that the territorial integrity of Congo must be upheld.
