Yes, it is discouraging. As I see it the "problem" with ISLD in this case it that it pulls your order to refresh it, rather than just reducing the size. MM's that are the only one on the inside market frequently decrement their size without momentarily disappearing first.

On a more pragmatic note, what the heck is really wrong with locking or crossing the market anyway? Gonna lead to anarchy or something? So what if A wants to buy at 3/16 and B wants to sell at 1/8? Instant arbitrage? Big Deal! Let the market get on with it.
