I a way, maybe, but, the 36140/44 have different interface cards:
36140/44:Ethernet, Frame Relay (V35, T1, other), ATM (T1,OC3 DS3), Circuit emulation (TDM over ATM)
36177:Frame Relay (T-1 and E1), Circuit Emulation and ATM and eventually, MPEG, Ethernet voice over ATM.

The 36177 is more robust (Read redundancy, scalable (by connecting to a 36170 switching unit) and has better traffic management. And is priced a little bit higher than the 140/144 series.

The fact that it connect to a 36170 switching will allow the telco to eventually connect it via switching card (at 800 MBS) to all services offered by a closely locatted 36170 (With in a few miles)

Where the 36140/44 is only meant for customer site with all the interface you would need on that customer site, the 36177 can be used for smaller telco C/O.
