I've heard arguments that the public works weren't a significant factor in the US recovery, but I do so enjoy some of those national parks built during that era.

I know from personal experience, that for many people the opportunity to contribute matters more than the actual material gains (assuming bread is on the table, which is now an issue as we all know).

I've heard one writer suggest that China's large population of single, unemployed men represent a threat to stability. Apparently the male/female ratio has been shifted out of balance by the preference for male children.

My experience suggests that nationality doesn't matter much, but that unengaged/unchallenged young people of all sorts manage to find themselves mischief of some sort (I can still remember many of my own adventures).
