By your standards, I doubt there's any report on economic change that wouldn't be political. Asserting the 'cause' for change, especially for large systems that interact in complex ways, is difficult at best.
Take for example your saying ..After Reagan's setting the stage by simply spending the Soviet Union to death in the 80's

That assumes many things which are partly true to account for the whole truth. There have always been dissident forces in the Soviet Union who wanted a better life for themselves and their efforts at all levels of politics, industry and defense made the difference.
