No. See Arendt for an examination of totalitarianism. But see Jeanne Kirkpatrick for the distinction between "authoritarian" and "totalitarian" dictatorships.

It was a very controversial distinction, but at the same time a very useful one for explaining why we supported some dictatorships ("our" guys), but opposed others ("their" guys).

If the report of Pinochet's admiration for Mao and Castro is true, it would appear that the dictators themselves did not always observe the distinction.

After all, they were all professional colleagues, so to speak. <g>
