Recent Cancun meeting making market nervous that Mexico and Ven. won't continue cuts 2. Stability in emerging mkts still maybe 18 months away 3. OPEC now deciding that production restraints won't help prices; its influence will wane. Now in for very low oil prices for 7 or 8 years ($12-$17 range).
