"Since late-July, the serious money has been made shorting small-cap technology names, as the sector tumbled 38% from its 52-week high.
But the recent rally in the Russel 2000 suggests investors may have finally begun to search for value. Given the limited upside in large cap tech names and the modestly improved economic outlook shaped by the two Fed easings, it might just be the time to begin rummaging through the small caps for value."
