The best shorts can be hard to borrow, so it seems to make sense
to have accounts at several different brokers. Datek is cheaper
than E-Trade, and has been my primary account for shorting.
However, lately it is becoming much more difficult to short at
Datek, perhaps because shorting stocks has been so popular
in the small cap downturn.

Caroline, can't comment on e-Trade, as I never did business with them, but I will say that Datek is not a firm you want to trade with, if you don't like UN-announced buy-in of your shorts. Yesterday having read about a bunch of UN-announced buy-in, I decided to look at my Datek account (which I haven't done for days), only to discover they had bought in my position on OCOM.

If your primary reason for datek is for shorting, you probably should reconsider. Popular shorts like ALTIF, SRCM, TERA (and I few others) have been marked "NS" indicating No Shares, some for several weeks now.
