Starnet to Provide Internet Horseracing Simulcast for Capitol Racing At Cal Expo

WILMINGTON, Del.--(BUSINESS WIRE)--October 22, 1998--Starnet Communications International Inc. (OTC BB:SNMM) announces that it
has entered into a Simulcast Agreement with Capitol Racing L.L.C. to provide live, Internet harness racing coverage from Cal Expo.

Located at the California State Fairgrounds in Sacramento, the Cal Expo Racetrack has hosted standardbred racing events since 1973. Capital Racing, the lessee/operator of the track,
claims that its on-location and national simulcast handle exceeds $700,000 nightly. ''We're pleased to join forces with Starnet, to make our coverage available worldwide,'' said
Christopher Schick, Capitol's Director of Simulcasting.

Coverage from Cal Expo will be simulcast on Starnet's Internet gaming site, WORLD GAMING (http://www.worldgaming.net). The World Gaming horseracing system features real-time
track, program and handicapping information, and live audio/video racing coverage. World Gaming now provides ''Netcasting'' from nine facilities, and intends to ally with additional
organizations in order to offer a 24-hour racing schedule. World Gaming also intends to offer viewers the ability to place secure, online pari-mutuel wagers.

Other companies involved in the off-track simulcasting and wagering industry include You Bet International Inc. (OTC BB:UBET - news; NASD OTC-BB: UBET), Autotote
Corporation (AMEX:TTE - news) and ODS Technologies L.P., a subsidiary of United Video Satellite Group Inc. (Nasdaq:UVSGA - news).

World Gaming Services Inc., a wholly owned Starnet subsidiary, is licensed in Antigua to accept wagers via the Internet. World Gaming also offers online casino games, sports wagering
and international lottery tickets. The World Gaming system is translated into eight languages and marketed worldwide; real-money wagers are currently not accepted from U.S. or
Canadian users.

$10.2 billion US will be wagered online in the year 2002 (DataMonitor, 06/98). International Gaming & Wagering Business magazine has described Starnet as ''the Home Shopping
Network of gambling.''
