Well,... companies want to cut back and hold onto their cash when they think there is going to be a recession. Greenspan addressed the matter effectively on Thursday.

Basically, Greenspan is taking the position that he wants the US to continue to be one of the engines of recovery in the world economy.
If the US were to go into a recession it would drag the rest of the world down. This would be a stupid economic policy.
