Try clearinitial and clearsym in Quotpls2 dir. Had the same errorcode 12 last week when I was messing things up again.

I think you might be able to solve it by running QP Proc.exe. I sometimes get that error code after downloading the IRL indexes. The quotes update without any problems when I run QP Proc.exe.
